The Information Transmission Strategy Research Of The City Emergency Response System

Every coin has two sides, and as a city which is the political, economic andcultural center, the risk may be much higher. The Dense and floating populationmake it more complex to manage, and emergency occurred frequently. Statisticsshow that China’s80%crisis loss occurred in cities and communities. Andbecause of the characteristics of the city itself, a single system can not meet theneeds of an emergency, which is why the city emergency linkage system forms.The city emergency response system gathers each department’s resources,basing on all kinds of attribute data exchange, focuses on the comprehensiveutilization of all kinds of information resources, and provide a unified emergencyinteract management, command, scheduling and auxiliary decision serviceplatform. At the same time, it provides the advanced information sharing technicalmeans approaches to cover the city within the scope of the system and integratethem together, so as to ensure the coordination and unified action betweendepartments and polices. In the city emergency linkage system, informationcollection, continuing information transmission, timely and accurate informationexpression, and the upper and lower unimpeded information scheduling,communication, all kinds of resources are the functional requirements of thesystem.In order to better understand and solve the problem of continuoustransmission of information, the introduction of the business sustainablemanagement (BCM), became the key in this paper. BCM, as a set of advanced management concept, it has been widely used in the enterprise fields, especially inthe department which is highly dependent on IT. Combining BCM with theemergency management, it is not only a kind of trend, but also practical needs.Considering the importance of information in the whole emergencyinformation interaction system, this paper focuses on the information transmissionsustainability. Continued unimpeded information in emergency linkage system islike man’s blood vessel, which is indispensable. The whole city emergencyinteract process is a process of information transmission. The application Of BCMrelated concepts and methods in city emergency information transmission system,is not only feasible, but also very necessary.The main structure is as follows: Firstly, basing on the current researchsituation both at home and abroad, this paper put forward the thinking and theframe; Secondly, it expounds related concepts and BCM theory, then analyzes thepresent situation of information transmission in city emergency linkage systemfrom risk analysis and business impact analysis; Finally, according to the analysisresult, it puts forward some countermeasures for practical reference.
