With the rapid development of Internet technology, the government pay more attention to the City Emergency Response System to solve the city emergency departments to work together by using the network platform. It is significant for the city to raise the rapid reaction capability to the emergency and catastrophic events. However, in the city Emergency Response System, information security is a urgent problem to be solved. A kind of using the Public Key Infrastructure (PKI) technology can well construct and fully implement the signatures and encryption system, which ensures the security of the Internet information transmission and transaction. It formed a set of the Internet solution based on the irregular cipher system and digital signature technology. This paper puts the PKI technology into the City Emergency Response System, which will solve the information security problem in the network transmission.This paper starts from the point of view of protection of network information security. In consideration of the information security issues of the City Emergency Response System network platform, first of all, the encryption and digital signature technology is studied in-depth widely using in home and overseas, including the regular cipher algorithm, the irregular cipher algorithm and hash function. Second, the structure of the PKI system is studied. The paper brings up a information security system model based on PKI/CA system, and discussed it in detail from the function, structure and composition of its aspects. Among them, PKI is based on the trust of the certification body (CA), on the commitment of the credible third-party agencies on the online authentication service. Finally, the composition and functions based on the e-Cert system of PKI and the processes carried out a detailed description, realizing the digital certificate management in CA and providing the certificates issued, cancelled, and other features. Through combining the regular cipher algorithm and the irregular cipher algorithm, CA generates all kinds of information required by generating the digital certificate, fully guaranteeing the confidentiality of information, authenticity, integrity and non-repudiation. It fully guarantees the security and reliability of information transmission in the City Emergency Response System.
