As a political, economic and cultural center, city emergency management becamemore and more difficult because of its intensive population and building. In themeantime, the government’s policy of urbanization, bring us the high increase of urban,as well as the increase of city management. Facing with many emergencies, someemergency units can’t solve them by themselves because they need more emergencyunits to solve them together. So, this traditional operating mode can’t meet the need ofcity management of new times.In order to improve the emergency response capabilities and fast rescuecapabilities for emergencies of government in our country, how to handle theemergencies efficiently, orderly and accurately has became an important issue we haveto face.City emergency response system is a system which includes communication,command, dispatch and car location, it can improve the emergency responsemanagement services under the condition of giving up the reforming of administrativesystem.In this paper, my key work is the design and implementation of city emergencyresponse system. Firstly, I design the overall function system by analyzing theemergency management status of the country and requirement analysis. The systemcan provide a more intuitive and more efficient operation by combine with spatialinformation service, it also provide the service of vehicle location by GPS technology.What’s more, we can communicate with emergency workers by the service functionsof SMS in the software. We also implement the information transfer betweenoperating platforms at any time. In order to improve the performance of server, weincrease the speed of map loading by geowebcache, meanwhile, we reduce the stressof any server by load balancing server. We implement the system by open sourcesoftware, in order to reduce the costs of software development and serverdeployment.In the current stage, the system mainly related to four service departments whichlike110、119、120and122and did not consider other department which response service such as water and electricity supply、maintenance of gas pipeline、citymanagement、engineering rescue and so on.
