The Education of Quality is a kind of social phenomenon. With the development and progress of the society , especially we are setting up and perfecting the Socialist Market Economy at present, and we are in the era of Economic Globalization , Information Pluralism , Internationalization of Science and Technology, the importance of training out the high-quality talents of initiative spirit and practice ability is especially shown out more and more.The implementation of the policy for the Education of Quality is extremely urgent.However, on one hand, in order to bring up the socialist builder and successor of high-quality and development in an all-round way for the future, the Party and our country have issued the policy for the Education of Quality for long , in addition, the departments in charge of education at all levels have increased the input in such the respects as manpower , financial resources and material resources ,etc, and the executors of policy for the education at all levels have done diligent work for this too; on the other hand, in the realistic society,during the implementation of the policy for the Education of Quality in the basic education of stage, the phenomenon of the deviations of implementation,e.g."Where there are policies,there are countermeasures" is of common occurrence .the Education for Exams is deep-rooted , stick to its old way.This article has set out from the current situation of carrying out the policy for the Education of Quality in the present basic education stage.It has mentioned the main behaviors of the deviation of carrying out the policy for the Education of Quality ;It has made the relevant analysis of origin cause of formation from the executors , goal colony ,its own defect, and the policy system of carrying out and environment ,etc.; and it has proposed several countermeasures, such as, improving the executors' quality, strengthening the propaganda and persuasion at the same time , structuring the rational policy system and the diversified appraise system of education, making smooth information channel, realizing the means diversification of the policy implementation and strengthening control and ruling by law ,etc, in order to strive to realize the real implements of the policy for the Education of Quality completely.
