| China promulgated the compulsory education law in 1986, since then China has issued a series of compulsory education policy, China has gotten some achievements in compulsory education, but it also has some obstruction in compulsory education policy implementation process, these restrict implementation of compulsory education policy. Then the state can not achieve the goal of compulsory education policy. I want to study compulsory education policy implementation process by intergovernmental relations(IGR) in China, reveal the reason of obstruction in compulsory education policy implementation process by the central government the central and local relations,relations between local government and related measures about compulsory education policy implementation, then I want to explore countermeasures that promote implementation of compulsory education policy in China.The paper is composed by five compositions. The first chapter for the introduction, mainly introduces the reasons and significance about topic,current research at home and abroad,the definition about core concept research methods and analysis framework of the paper; The second chapter introduces theory of intergovernmental relations, including the features of intergovernmental relations,the development process of intergovernmental relations and the research significance about intergovernmental relations and so on; The third chapter studies compulsory education policy implementation process in China by intergovernmental relations, intrduces the features of compulsory education policy implementation process in China and some achievements in compulsory education, then intrduces some obstruction in compulsory education policy implementation process in China; The fourth chapter explores the reason of obstruction in compulsory education policy implementation process in China by intergovernmental relations, reveals the reason of obstruction in compulsory education policy implementation process by the central government,the central and local relations,relations between local government and related measures about compulsory education policy implementation; The fifth chapter explores countermeasures that promote implementation of compulsory education policy in China by intergovernmental relations. |
