| The development of preschool education cannot be separated from the guidance and support of preschool education policies.In order to ensure the steady development of preschool education,China has issued a series of preschool education policies and measures.However,the release of policy text is not equal to the realization of policy vision,there is also an important link in this process,that is,the implementation of preschool education policy.The implementation of preschool education policy is the key to transform the policy ideal into reality.The failure of implementation will directly lead to the collapse of the beautiful preschool education plan.Therefore,it is necessary to strengthen the research on the implementation of preschool education policy and improve the validity of the implementation of preschool education policy,so as to promote the healthy development of preschool education in all aspects.Therefore,based on the social background of the rapid development of preschool education,this study explores the theoretical issues of the implementation of preschool education policies on the basis of Smith’s policy implementation model and public choice theory.On this basis,it conducts an investigation into the implementation of the typical preschool education policy--"Anji Play" promotion policy,and analyzes the current situation of policy implementation.Find out the shortcomings and reasons of the implementation of the promotion policy of "Anji Play",and on this basis,further put forward the countermeasures to promote the implementation of preschool education policy.This research mainly focuses on the following three aspects:The first part is the discussion of preschool education policy implementation theory,based on preschool education policy,policy implementation related theories,analysis of preschool education policy implementation value significance,effectiveness and problems.And with the help of Smith model,from the four aspects of the policy itself,the implementation agency,the target group and the implementation environment,the influence factors of the implementation of preschool education policy are briefly discussed.On the one hand,it forms an overall understanding of the implementation of preschool education policies,enriching the theoretical research of the implementation of preschool education policies.On the other hand,it lays a foundation for the analysis of subsequent cases.The second part is the case analysis,including the third and fourth chapters of this study.This part takes the typical case of the implementation of preschool education policy--the implementation of the promotion policy of "Anji Play" as the main body of the study.Secondly,with District A of Zhejiang Province as the sample region,the interview outline is compiled according to the results of policy content analysis,and the implementation status of the promotion policy of "Anji Play" in District A of Zhejiang Province is presented in combination with field observation.It is found that the main achievements of policy implementation in Area A are as follows:continuous improvement of security system;in-depth promotion of regional game courses;the game environment of the kindergarden is constantly improved;the construction of teachers continues to deepen;normalization of teaching and research mechanism;the level of home co-breeding has been improved.There are also some problems in the implementation,which are as follows: no specific implementation plan has been introduced;teachers’ work is more challenging;practice park initiative is not strong;continuous and in-depth promotion is constrained.Combined with Smith’s model,it is found that the main reasons for the problems of policy implementation in Area A are: lack of policy clarity and coordination;insufficient internal cooperation and lack of effective supervision of execution;the target group has a low level of policy cognition,insufficient participation in policy implementation,and insufficient ability and quality.The third part is thinking about the optimization strategy of preschool education policy implementation.First of all,based on the analysis of the effect,problems and causes of the implementation of the promotion policy of "Anji Play" in District A,the improvement strategy of the implementation of the promotion policy of "Anji Play" in District A is proposed from four dimensions: perfecting the construction of the promotion system,improve the implementation work mechanism,strengthening the construction of the teachers in the practice park and creating a good environment for policy implementation.Secondly,combining with Smith model,the optimization strategy of promoting the implementation of preschool education policy is further proposed: improving the top-level design of preschool education policy;improve the implementation efficiency of preschool education policy implementation agencies;galvanizing policy support from target groups;increase resource input for policy implementation. |
