With the implementation of the charging reforms of postgraduate education, the problem of how to charge has aroused people's attention and becomes the focus of the community. As a province, the Liaoning province has solid educational foundation and plentiful educational resources. But the aspect of graduate education fees has some problems and shortcomings, and need improvement.Around the issue of the Postgraduates Education' Tuition in Liaoning Province, it is based on the theories of Cost sharing theory, Human capital theory and other three theories in higher education, and Idetermined the "Postgraduate Education", "cost of graduate education" and other core concepts. Five universities which are different types in Liaoning Province were chosen as the sample to describe the status of graduate education fees, and then point out the problems that the current high level of charges of Graduate Education has exceeded the capacity of people. Single charges standard can not fully reflects the differences in schools, professional differences and regional differences and the Fee-funded system is imperfect. The following essential factors:education input and subsidy of country, education cost for each student, capacity of residents, rate of return of different professions, university and school teaching professional quality, are the major factors that affect the determine of the charge of postgraduate education. Finally, it can be concluded that the charge of graduate education in Liaoning Province must consider the various factors comprehensively and implement the differential charging standards, while exploiting the functions of the government, society and colleges fully and improving the graduate student aid system.Using the way of literature, questionnaire survey and combining the theory and practice, I propose the establishment of the concept of differential charging models and propose the strategies that can develop the trade in education services in order to increase the education funding, which have some innovations than previous studies.
