The growth of the telecommunications industry has been lower than the GDP growth rate with the development of national market.Telecom operators have gradually paid attention on the stock market rather than the incremental market.Telecom companies need to improve the efficiency of internal operations.For innovation and transformation, Beijing Unicom is also required to break the existing functional management,to achieve more efficient management.ITIL (Information Technology Infrastructure Library) is internationally recognized,it is widely considered to be best practice based on IT service management.Currently,500 companies have internal ITIL management and the IT vendors such as HP, IBM, CA, Microsoft and other companies have developed the IT Service Management Model.The Beijing Unicom has recycled its IT systems process under the HP's IT service management model.The paper does some research on the development of ITIL combined with state of the telecom enterprises on the understanding of ITIL.Combined with the model of ITIL,The paper does some effort on the analysis and reengineering of the IT incident management,problem management,change management,configuration management and maintenance processes of the Beijing Unicom. This will do some work on the construction of the IT service management system.
