As market competition intensifies and the rise of information technology, it has become one of the most important issues how to make use of IT to effectively improve efficiency for the human being and society, and thus the IT service emerges as required. The enterprises should change their IT service management according to IT system to fully integrate its business with IT, transforming from "business and technology centered" to "customer and service centered". To provide a stable, reliable IT environment for the business sectors to ensure the safe operation of information systems, IT departments must continuously improve its service quality and management. Therefore, we must be concerned about two points: service and management, for IT service management is the management of IT service in the final analysis.We need to establish a management system to build a basic platform for IT service management, streamline service-support system, establish interface for external services and develop the employee's service consciousness and normative working ethic. We should make use of the Best practices of IT operation service management to discipline and guideline IT management in order to meet the requirement of "safe, reliable, efficient and orderly". Through ITIL service management, we can strictly control the key business processes of the information sectors and we can also integrate the current fragmented management regulations; By rearranging the procedures, we can standardize the procedures of IT service management, as well as the automatic linkage between procedures and therefore improve the efficiency of IT service management and reduce factitious single point failure and repeated events.In addition, IT staff and users can communicate better and the satisfaction of the users can be improved continuously.There are different standards for IT service management. ISO27001 is a security-centered management standard. COBIT is an audit-oriented management standard. ISO2000 is an international procedure-centered management standard of IT service management. ITIL is the procedure-centered Best Practices of IT service management. In the late 1980s, CCTA calls for the experts in the field of IT Management and government departments to develop standards for IT Operation Management, and it released the Best Practices for IT service management-Information Technology Infrastructure Library (ITIL), Thus, The methodology of procedure-centered IT service management was formed basically. Since the promulgation of ITIL standards, IBM, HP, BMC and other software companies have introduced their own ITIL-based IT service management products.This paper first analyzes the concept of IT service management and its development at home and abroad, sums up the relevant standards of IT services, and then elaborates ITIL, and analyzes the operation of ITIL in the state-owned enterprises. It points out the various difficulties, construction methods, principles and steps in the current operation of ITIL in domestic business and proposes the development planning and some suggestions. I hope that this study can provide a reference for the IT service management in the enterprises.
