With the increasing development of information technology and business progress, the progress of the business in the company which is dependent on information technology have gradually increased. Chinese electric power industry belong to traditional industrial enterprises, but its management of the information is still in a relatively early stage. During the recent years, power companies began to emphasis on information technology, The software such as ERP, OA and the other application software begins to be used in enterprise content application. At the same time, the gradual emergence of information on operation and the increasing maintenance workload, the traditional method of operation and maintenance management failure and many other problems have been appeared.Recently, the ITIL(Information Technology-infrastructure Library)from the UK which has become the international standard for IT service has been actually used by many business managers. Technology, processes and employee of the three elements has been perfectly combined, which can help the companies reduce information management costs and can also improve the economic efficiency of enterprises. Therefore, more and more enterprises begin to implement ITIL, which can help the companies achieve best practice IT service management.In this paper the basic concept, development process, the core of ITIL framework as well as the best practice model, and also proposes in ITIL practice issues which needs to pay attention on during the ITIL implementation. Meanwhile, the paper analyzes the development of the electric power enterprise information level and the restriction factors, which leads to the current in the electric power enterprise typical IT operations management, dispatching information system management mode. Then it compares the different two management method from the technical aspects, processes, and personnel aspect. Then, it proposed the basic steps of the ITIL implementation process, and the key factors which is affecting the implementation effect of ITIL. Finally, through the analysis of the implementation of the results, we can obtain some valuable enlightenment.During the process of the ITIL implementation in China, we hope the implementation of IT service management for Chinese enterprises can guide us as a worthy reference road, At the same time It can provide some valuable reference for the development of ITIL in IT service management.
