With the rapid development of4G mobile network, various telecom companiesare facing with problems of business innovation, industry consolidation, and evenrestructuring of the whole management strategy, which are new challenges for themanagement of IT service enterprises. Telecom enterprises need an advancedtheory to optimize their IT service management systems in order to suit businesstransformation. ITIL theory is widely accepted as a collection of best practices forIT service management.It is an internationally recognized process-based approach toIT service management. It can improve efficiency by optimizing business processes,improving the value of IT services and customer satisfaction by adjusting theoperation of the business and IT goals.Through the analysis of IT service management of a telecom company, thispaper points out the current problems of companies that are caused by lacking ofadvanced integrated IT service management system. Based on understanding ofITIL theory and IBM Tivoli software tools, the author optimized the design ofprevious IT system operation and maintenance, and the ultimate goal is to establishan integrated IT service management platform for this Shandong Telecom company,which can meet its developmental needs.
