As the major source of energy, the coal accounts for the 70% of the one-time energy consumption of the Hunan. In recent years, Hunan coal industry has gradually embarked on a fast track of development by deepening the system reform, closing the small coal mines and increasing the technological innovation and so on. However, there are still many problems blocking the further development of the coal industry, such as production safety, the disorderly exploitation of the resources, the transformation of small coal mines, the comprehensive utilization of the resource and the environmental protection issues, and so on. The most important reason is the serious lack of qualified personnel and the low cultural quality level of the overall employees. So, how to build a high-quality talent for the Hunan coal industry is the focus of the paper.Combined with the domestic and foreign theories and methods on talent and talent strategy, using the tabulation method, opening method and the model survey, a comprehensive and in-depth analysis on the coal industry personnel of the status quo was performed. In close connection with the fact, the paper predicted the prospects of the talent market and the demand for qualified personnel of the Hunan coal industry; And based on the analysis of the formation reasons for characteristics of the personnel, the paper promoted the general idea of the development in the future five years, and five aspects were detailedly described including the training for the personnel, the optimization of the working conditions , the introduction of the talent, the incentive systems and the employment system.
