| Talent is fundamental in the process of enriching the people and Hunan province. Based on the study of talent actuality in Hunan and the comparison in horizontal and vertical dimensions, and, with the help of a great deal of data, the paper analyzed the main problem in the process of Hunan talent's development, including distinct gap between the quantity of talent and the developmental demand of national economy, reform of personnel system that needed to be deepened, further improvement of the makings of talent, notably structural contradiction of talent, severe phenomenon of brain drain, poor efficiency of human resource, insufficient exertion of talent potential, and further optimization of talent's developmental surroundings. The paper also analyzed and summed up the main reason for the mentioned problem, including weak economic strength, bug of talent policy, ossification of talent exploitation mechanism, and serious deficiency of investment in talent exploitation. With designed model, the paper made a gross prediction of Hunan talent demand in 2015. Through rap session of specialists and references of talent structure in other province and cities, the paper analyzed and made a prediction of Hunan talent structure. Through the analysis and prediction, the paper established the strategic target of talent development and ascertained the keystone of talent strategy, which includes cultivating talent of high level with great effort, exploiting talent of advantageous industry as an emphasis, training talent of special skill and country talent with practical craftsmanship with more effort. Accordingly, the paper made corresponding suggestions of ten aspects for the strategy of developing Hunan as a powerful talent province, including building scientific concept of talent, deepening the reform of personnel system and innovation of system and mechanism, enhancing the work of talent cultivation and talent absorption with competence construction as core, adjusting and optimizing the talent structure actively, expediting the marketing course of human resource, strengthening the constructive effort of talent group of high-level and high-technology, reinforcing the intensity of talent service for the non-public-owned organization, renovating conception and investing more, perfecting and optimizing the surroundings of talent development, and dealing with some pivotal relationships properly. |
