The quality and safety of dairy product has direct influence on consumer's health and life safety, milk cow farmer's profit and enterprises'survival and development, dairy industry's healthy development. But now, the quality and safety problems of dairy production happen frequently and restrict dairy industry's development. Therefore, strengthen the control and enhance the level of quality and safety of dairy product become an important task that must be settled urgently for the development of dairy industry.This article uses related theories of economics, management and public management, through the introduction and comparison of quality and safety control system of dairy product of china and other developed countries, consumer investigation of their opinion on quality and safety control system of dairy products, case studies of the "Sanlu milk powder" accident, we discussed the problems and reasons of quality and safety control system of dairy products, finally, we give some countermeasures and advices to strengthen the quality and safety control system of dairy product. The content of this article is arranged as follows:Chapter one is the exordium. In this part, I explain the backdrop and significance of the study, differentiate the related conceptions of quality and safety of dairy products, chose a point of view and decide the content of the study after reading related researches of china and other countries.Chapter two includes the using of related theories to analysis the control of quality and safety of dairy product. Through economic analysis and introduction of related management theories, we expatiate the basic characteristic of control of quality and safety of dairy products, also the theories can be used in fallowing content.Chapter three is the introduction of international experience that can be used for reference. Through the introduction of experiences from American, Canada, Japan, we can use it as reference when study the control of quality and safety of dairy product in our country.Chapter four is the introduction of actuality of the quality and safety control system of dairy product in china. I evaluate and analyze the quality and safety control system of dairy product, and compare it with that of foreign countries and find some problems. Because consumers'opinion on quality and safety control system of dairy products can make us know more about the system and may help us find the problems in the circulation of quality and safety control system of dairy products. Therefore, I investigate consumers'opinion on quality and safety control system of dairy products and then analyze the result of the investigation.Chapter five is the study on "Sanlu milk powder" accident. Through using of related theories, we analysis the problems and reasons of quality and safety control system of dairy products and find that, on the aspect of government supervision, there has some obvious problems such as lack of standards and the inspection is breach of duty, the local government lacks of the sense of crisis, and reports the accident late or hasn't report it, and makes mistakes when deal with the problems before the crisis happen. And the reasons of these problems are: the absent and conflict of supervision system, lacks of risk evaluation mechanism and the sense of crisis and crisis early warning mechanism, the supervisor's act of violation of the law hasn't been punished strictly. On the aspect of dairy enterprises, there has some obvious problems such as the dairy industry overspread too fast so that the quality of raw milk of the enterprises is low, enterprises are not responsible for the consumers so as to neglect and avoid the problems of their products, or even try to cover up them, and many sections of the quality and safety management have shortcomings. And the reasons of these problems are: the dairy industry lacks of programming, the enterprises lack of awareness of social responsibility and all-around and whole process quality and safety management based on dairy product supply chain.Chapter six brings forward some countermeasures and advices to strengthen the quality and safety control system of dairy products. We can form a dairy product quality and safety control system which is led by governmental supervision, and the enterprises play the most critical role in and widely supervised by social forces. On the aspect of government supervision, we must speed up improving of food safety standard system, set up a food safety crisis early warning mechanism and risk evaluation system, form a food safety supervision mechanism with it's power and responsibilities specified clearly and the responsibilities are strictly accountable, and strengthen the programming of dairy industry and it's implementation. On the aspect of dairy enterprises, we must enhance the enterprises'awareness of social responsibility and it's implementation, strictly implement all-around and whole process quality and safety management based on dairy product supply chain. On the aspect of social surveillance forces, the dairy industry guild should play an important role in improving the quality and safety of dairy product, the media must use public opinion correctly to supervise the quality and safety of dairy product.
