The Research Of Management Of Dealing With Emergent Food Safety Crisis

Since the reform and opening,China's economy develop rapidly ,followed by accelerated social transformation. Because various management systems and regulations have not sound yet, the accidents in food safety field outbreak in highly frequent and seriously harm the public health and life safety. In recent years, food safety has become a hot issue among the government, academia and the public. Many scholars from the angel of economics, sociology and management, did a lot of research about the situation and the reasons of the food safety accidents, gained a lot of valuable achievements. But in general speaking, the research of food safety crisis management mechanism is still relatively weak, therefore, further discusses in food safety crisis management mechanism is still an urgent task.Based on the crisis management theory, the food safety management theory, the food safety risk analysis theory and food supply chain management theory, as SanLu milk powder events an example, I comprehensively used qualitative analysis and quantitative analysis, comparative research, game analysis and other methods, systematicly studied the food safety crisis management mechanism in China.The main content of the paper is to define the concepts of food safety, crisis management, management mechanism, food safety crisis management mechanism and to discuss the market economy theory, crisis management theory, food safety management theory, the food safety risk analysis theory and food supply chain management theory firstly. Second, I analyzed our country's food safety situation, the existing problems and reasons. Third, on the basis of analyzing SanLu milk powder event, I concluded the reasons. Fourth, after using comparison research method, I summarize the United States, the European Union and Japan and other developed countries experiences in food security crisis management and gained the inspiration of China. Fifth, according to China's national conditions, and the experience of foreign food safety crisis management, I proposed countermeasures to perfect the food safety crisis management mechanism, from regulatory system, system of joint conference, the emergency plan, emergency disposal, logistics and the responsibility.Through the study, this paper argues that, food safety is not only related to people's health and life safety, and related to social harmony and stability, so it must cause the attention of the whole society. The reasons of Food safety accidents are various. To guarantee food security needs comprehensive treatment. To strengthen the food safety management and prevent accidents happen is the basic aim of the government's social management. However, once the accident happens, there must be perfect crisis management mechanism. Only in this way can we promptly resolve crises and minimize the losses caused by accident degree.
