With the continuous development of the national economy and increase the income of the residents, people’s food structure changes, the proportion of food with nutrition rise gradually, in addition, due to the government’s attention and advocacy, in recent years people realized the improve of dairy products, dairy products gradually become the family daily life of the essential food from the traditional meaning of tonic and luxury goods. However, what worth people’s attention is that in recent years, dairy products quality safety problems of events occurred frequently, shaking the consumer to dairy consumer confidence:quality problems of dairy products affecting people’s health, can’t improve the physical condition of its people. Dairy products quality safety problems of events also blow the dairy industry heavily, dairy market shrinking, make rapid development of dairy development has been slow. In the face of such situation, many scholars and experts suggest, dairy products quality and safety of dairy is the key to the development of further development.Dairy development in Heilongjiang has the advantage of other area in our national. And it has the strong foundation of development, the domestic and foreign many enterprises will own breasts mange is set up in a base here, for a while, dairy competition among enterprises, became the mange competition. Through the survey, we can found that, there are four production mode of raw milk at present in Heilongjiang:retail mode, milk standing mode, breeding area mode and pasture mode. What’s more, the main mode is still retail mode. In this mode, the milk farming became the first person in quality safety of dairy products, taking for granted. From the point of view of milk farming explores the production of dairy products quality and safety actions affect, and has important theoretical and practical significance.Firstly, this study introduced the aim and meaning, the domestic and foreign research dynamic state and trend, the main research contents, methods and innovative points and so on to discuss the feasibility, of this study, established research value. Then through definition of milk farming, milk production behavior, dairy quality safety and other related concepts The production of milk farming behavior theory and theory of Planned Behavior which formed important theoretical basis of this research.First the paper analyzes the raw milk production status in Heilongjiang Province, found in Heilongjiang Province, there are some problems in terms of raw milk production. Dairy farmers’ production behavior in Heilongjiang Province of the research, based on the description line analysis. To identify the key points of the dairy farmers production practices affect the quality and safety of raw milk, and regression analysis of factors affecting the behavior of dairy farmers’production by the Logistic model. Finally, on the basis of the above studies, against the problems in the behavior of dairy farmers’production, proposing the suggestions to improve the quality and safety of the milk raw milk, in order to improve the competitiveness of Heilongjiang Dairy. Promote the dairy industry of Heilongjiang Province, better and faster development.
