Stady On Quality&Safety Management System And Optimization Of Infant Formula Milk Powder Manufacturer

Food safety not only relates to the human health and safety, but also contributes tonational economic development and social stability. Infant formula milk powder is afood for special dietary consumers, which is a kind of food made by adding specializedformulation to meet the essential needs for infant growth. Due to the weakness andsensitivity of infant group, essential food’s quality and safety are quite critical. Severalmajor quality and safety incidents occurred in domestic and the government randominspection results in last ten years have highlighted the vulnerability of quality andsafety of infant formula milk powder, so as the manufacturing enterprise of infantformula, for either future sustainable development or for social responsibility, shallconsider to establish a rigorous and fully controlled quality and safety managementsystem, to guarantee manufacture good quality and high safety products.This thesis uses the methods on literature analysis, and interviews, and theoryanalysis and empirical analysis. By comparison analysis of quality characteristics ofinfant formula milk powder and drug, it believes that the effectiveness, safety, stabilityand consistency required by drug shall be mandatory for infant formula milk powder;currently drug GMP is a quality management system to drug manufacturing qualitycontrol, whose effectiveness has been proved by massive literature, and empirical caseand the forced implementation of national regulations. The drug GMP compares withfood GMP, whatever is from articles, from requirement level and from content, hasstrong superiority; generally most production enterprise of infant formula milk powderuse ISO9001and HACCP system, while only introduced food GMP sanitationrequirement, thus this thesis introduced drug GMP management system for optimization,which combined ISO9001and HACCP system, achieves three systems organicamalgamation on documentation, based on drug GMP, to create an optimized quality and safety management system that is unique to infant formula milk powder; the fifthchapter and sixth chapter of this thesis take an infant formula milk powder productionenterprise for exemplification, based on enterprise’s reality, to empirically analyze atenterprise level upon micro data and establish practical optimization program accordingto optimized quality&safety management system, and finally obtain an effectivevalidation from enterprise culture, and organization framework, and documentationsystem, and training, and regularly review, and effect evaluation. From September2013,China government will transfer infant formula milk powder company supervisionauthority by AQSIQ to by FDA, management model will transform from foodregulatory approach to drug regulatory, so this article is consistent with trends in qualitymanagement, and provides one of methods and approaches for companies on how toimprove the production quality of infant formula milk powder, and satisfy theGovernment, the market and consumers ’ demand.
