Being similar to many management methods, the Human Resource Management (HRM) Outsourcing as a newer method also sprouts and grows in the practices. Taking account of cutting cost and other factors, many enterprises try to outsource their manufacture, Management Information System (MIS), human resource management and other business processes to an outside provider. The HRM outsourcing includes Human Resource Management Information System (HRMIS) outsourcing and human resource management functions outsourcing. The later has a wonderful increasing rate in the market. It includes the Human Resource Planning , recruitment outsourcing, training compensation outsourcing and others. It is very popular to study the HRM outsourcing in the last twenty years. Many people were finding all kinds of management theories to support this management model, such as the resource-based theory, transaction cost theory, core-competence theory, agency cost theory and so on. These theories direct the firms to deal with the HRM outsourcing reasonably and help them to actualize it well. Certainly, in despite of outsourcing providers and users, it is very important to make a knowledge of HRM outsourcing's motivation, management model, flow management and risk. In this study, I summarized the theory-bases, reasons, management models and risk management of the HRM outsourcing in details. Then I discussed the recruitment outsourcing and training outsourcing particularly by analyzing their decision-making models, motivations and management models. With that, I cited two cases about the recruitment and training outsourcing to analyze and discuss it further. In the end, I summarized the problems in the cases and provided my constructive advice.
