In this paper, insurance enterprises are chosen as an object for study of this paper. First, outsourcing of human resource management theories are reviewed, and the human resource management outsourcing definition of this article is defined. Then, a series of detailed analysis of the environment of insurance enterprises for the implementation of human resource management outsourcing is carried out, such as the current situation and existing problems, particularly the analysis of necessity for insurance enterprises'human resource management outsourcing. Finally, on the basis of empirical data collected on the insurance enterprise's human resource management outsourcing decision, the following results obtained through SPSS analysis:insurance enterprises'motives to the implementation of human resource management outsourcing consists of four factors, obstacles include three aspects factors, the outsourcing degree of their outsourcing decision-making can be summed up in three aspects. And studies have shown that Chinese and foreign insurance enterprises are significantly different in the outsourcing motives, obstacles and the outsourcing degree. Human resource management outsourcing degree in insurance enterprises can be explained greatly by their outsourcing decision-making motives and obstacles. Based on the results of the research, analysis and discussion are conducted in the final part of this paper to give some suggestions to interested parties of the insurance enterprises'human resource management outsourcing.
