The fierce market competition in today’s society requires companies to continuously update the concept of human resources, to establish the effective and reasonable staff recruitment and training system, to enhance and improve staff recruitment and training, to ensure that companies take advantage of competition in the market. HR outsourcing is a new developments and trends in the field of human resources management appears, sometimes has already appeared in the Chinese market, like outsourcing, human resources outsourcing business, more conducive to the enterprise to focus on their core business and core work to enhance the core competitiveness of the market, highlighting the differences between their competitive advantage, improve enterprise or company management efficiency. Human resources outsourcing has become an effective business direction and trend of future development. Recruitment and training outsourcing, refinement is the social division of labor in the field of human resources management in sharp performance.The paper reviews related theories and research trends of existing recruitment outsourcing issues and training outsourcing issues management of companies, for example with Lepu pharmaceutical company, so as to analysis recruitment and training outsourcing management issues and to discuss recruitment and training outsourcing partnership and training system, so as to establish an efficient human resource outsourcing workflow and a contractual relationship of trust with collaboration outsourcing company, and to put forward suggestions to improve the Lepu pharmaceutical company’s human resources recruitment and training outsourcing. This paper argues that LEPU pharmaceutical companies should strengthen risk prevention in the recruitment and training of outsourcing work, including the right to select the contents of human resource outsourcing, optimization of efficiency at lower costs at the same time; LEPU pharmaceutical companies outsourcing staff recruitment and training team should build to have the core competencies and cultural fusion power outsourcing team, to build a comprehensive and rational and effective recruitment and training management system, a comprehensive management of enterprise staff training; the effectiveness of communication and outsourcing company focused on to ensure trade secrets and security and efforts to expand the human resource outsourcing extension.
