With Accelerating progress of economic globalization, enterprise development will be in face of the more Severe Challenge. Due to the fierce market competition, many enterprises actively seek the improvement and innovation of organization structure and management mode. It brings great pressure to the enterprise human resources management department, but also offers great opportunities to transform strategy of the enterprise human resources management. With the high-specialization and marketization of human resources management, enterprises can be made by the market. Human resource management outsourcing emerges as such a great background.This new human resource management mode is paid attention by more and more domestic enterprises. Part or all of enterprise personnel management function are outsourced by more Professional outsourcing company, which can reduce the cost of enterprise personnel management and improve the quality of enterprise human resources management. More importantly, enterprise could concentrate on the core competitiveness activities that have relationship to enterprise existence and development. Because the research and practice of domestic human resources management outsourcing starts relatively late, it is still in the stage of exploration. Therefore, it is very necessary to vigorously research the theory and practice of human resource management outsourcing.This paper mainly discusses several core problems of human resources management outsourcing research in theoretical angle. First of all, in this paper base on the outsourcing mechanism research of human resource management, the result shows that the cost advantages of market transaction will gradually disappear as human resource asset specificity increasing by using Williamson heuristic model for reference, and it also shows that the analysis of critical regions is the main basis for making enterprise human resource management outsourcing decision. This analysis can solve the problem why enterprises outsource human resource management, and will serve as the major basis of enterprise outsourcing decision. On the basis of the analysis, this paper discusses a problem of enterprise human resources management outsourcing decision, namely how to outsource. Aiming at the given qualitative description of evaluation indexes for outsourcing service provider, fuzzy comprehensive evaluation model in this paper are processed quantitatively to some index factors with unclear border and difficulty to describe quantitatively, the evaluation result is able to reflect the match degree between service provided by outsourcing service provider and enterprise demand, and could also provide reference for enterprise outsourcing decision. After discussing the Feasibility and the outsourcing decision of human resources management outsourcing, the paper analyzes the risks caused in enterprise outsourcing process with principal-agent model, which is the possible innovative point in the paper. Through analyzing the optimal contract structure characteristics of the principal-agent model of, it is pointed out that the main risk is resulted from the lack of effective supervision to outsourcing service provider and the outsourcing recessive cost budget, and it is given some corresponding suggestions of risk aversion.The research and practice of Human resource management outsourcing in China has just started, with improving of marketization degree, human resources management outsourcing will be considered inevitably by enterprise managers as a problem. However, this research conclusion shows that domestic enterprises should treat human resource management outsourcing with caution, and make decision carefully according to their own characteristics.
