Almost all the enterprises have set up their examination systems, but few people can connect the design of the achievement management system with the development strategy of the company closely, in order to promote its overall achievement and ensure the realization of strategic goals. From most people's part, the achievement management and achievement appraisal are only the tools of human resources management, and also those of control, encouragement, restriction and supervision. But the practice from international top companies indicates that the achievement appraisal has been increasingly used the tools of strategies implementation. Experts analyze that 20% of the failure reasons of the strategies are conducive to the failure of positioning and 80% attribute to the failure of performance. It can be clearly seen that the achievement management has played a significant role in enterprises.Achievement management is one kind of scientific management mode centered on development of human potential ability widely used in modern enterprises. Firstly, it can adopt scientific methods to make fair judgments to responsibilities-fulfilled degrees of the staffs and actual performance of job goals. Then, it will link the evaluation results, allocation, promotion and staffs' selection together. Lastly, the achievement appraisal can direct training plans and further development program of human resources. During the achievement management, achievement appraisal is an important step, which is neither the whole of achievement management nor the goal of the achievement management, let alone solving the existing problems fundamentally. Therefore, first and foremost it is necessary to solve the problems of achievements management conceptions, and build up "achievement from management instead of evaluation".From the theoretical point of view, the initial motive of carrying out the achievement appraisal results from the people's care for economic interests. Under such circumstance of division of ownership of operating rights, the principal-agent relationship strengthens the people's realization of importance of achievement appraisal, especially the contributors. The theories of management enrich the contents of the achievement appraisal. In particular, the establishments of management theories of modern systems, contingent management theory and strategic management theories greatly expand fields of view of executing achievement appraisal, which makes it more scientific. All the theories have constituted the theoretical foundation of achievement appraisal of modern enterprises.From the practical point of view, the design of the achievement management system is based on the executing situations and existing problems of Hunan Guiguan Chemical Engineering Machinery Co. The paper analyzes the achievement, achievement appraisal and the meaning of achievement appraisal, and put forward the optimized thoughts, the system design and the system construction. Starting from key performance indicators, it designs the performance indicators system from company-department- staff oriented layers in details, and the formulation program, examination grades and achievement appraisal relationship. The paper also sets up the achievement management guarantee system in three aspects of systems, organization and fair mechanism so as to solve the existing problem such as achievement plans, the performance, the appraisal and the application during the performance stage. Combining the four-month executing effects of newly-designed achievement management system, the paper has carried out initial summary and evaluation and puts forward the corresponding countermeasures aiming at the performing questions.
