The fundamental element for improving enterprise's competition anddevelopment is technology upgrading and developing. The main power whichcan process the technology upgrading and developing for enterprise istechnical employee, How to evaluate them ability, to inspirit thempotential, to develop them wisdom, to improve them achievement is the veryimportant question which concerned by many mangers in institute.Under thiscondition and comply with the present situation of Petroleum explorationtechnology study institute of ZPEB, This article developed the "360degrees performance appraisal system" to design a whole set ofperformances examining system for the technical employee. This systemcombines the index of quantity and quality to evaluate the employee frommulti-degree, in order to promote the ability of employee enhance, toprogress the potential and achievement of employee developing, to advancethe enterprise's manage level updating. This article has solved four keyproblems: the enjineering of achievement management ,what will beevaluated (the examination system built), How to evaluate (the examinationmethod setup), How the consult be utilized (the achievement'scommunication and upgrading).And at the same time, this article has specifythe following questions: why we choose the 360 degrees performanceappraisal system, the aim of examination, the period of examination, theprogram of examination, the selection and training of exam person, thedesigning of evaluating document and table, the relationship between thegroup achievement and private achievement, and so on.
