LQ Corporation, which is a large typical state-owned highway construction company, the highway construction enterprise is a branch of construction enterprise. It has many maladies of management that exist in most state-owned companies. Its human resource management also can't separate from the traditional model completely. Although the work of achievement test and assess has been carried out on the LQ company, but it hasn't really played its role. In our country, academic circles researches in construction project are concentrate in how to research and solve corporation's biding,project management,cost management,quality and other issues, but it's lack of research of achievement test and assess effective application in the state-owned highway construction, cause LQ company in the establishment of a comprehensive achievement test and assess doesn't have much experience to profit by.This paper is focused on the human resources system in LQ corporation, especially emphasis aimed at its reasonable analyze and find out the problems and reasons, then introduce from modern achievements test and assess theory, put forward the plans that how to establish a comprehensive achievement test and assess anew in the basis of profit by its theory and method. This plan including comprehensive plan, determine primal part and object part, qualitative and quantitative indicators design, the choice of achievement test and assess time, the results of the application to carry out with the LQ company. This paper arise the implementation of a corrective and preventive measure which is carrying out in the LQ Company, at last summing up the research of this paper.
