As the competition of the communication market in China is getting more and fiercer, the administration concepts with strengthening inner management, exploiting inner developmental potential and promoting departmental profits through enhancing inner management have played very obvious roles in facing this challenge for China Telecom. The Transmission Bureau of Wuhan is a professional maintenance unit under the leadership of the Hubei Branch China Telecom. It has make positive effects in many aspects such as extending the market horizon, upgrading the network quality and enhancing the customers'acceptance, and so on. The optimization of achievement management will upgrade the whole manpower resource management level in this department, enhance the whole maintenance ability and the production quality.In this article, such methods as theory combined with practice, demonstration research combined with standardization research, qualitative analysis combined with quantitative analysis, investigation research combined with statistical analysis, comprehensive SWOT analysis, chart or figure analysis are applied. Also, the achievement management system optimization project of the Wuhan Bureau is researched, through learning and adopting the advanced experience related home or abroad. In this article, The Transmission Bureau of Wuhan is set as the main research object. And, it made very specific analysis on the questions which have already emerged in the fields of achievement management methods, combined with some management theories related. It was revealed that there were much shortcomings such as too much evaluating standards and frequency, the evaluating focal point and evaluating layer were not apparent, the evaluating process was very complicate, as lead to a great amount of bad results. To resolve these questions, this article abided by the PDCA enclose-circle management principle surround the key standard, gave much valuable solutions and advice on the achievement management system and the whole manpower resource privilege of this department. It is look forward to make good to those who works in the field of manpower resource within the telecom industry.
