Study Of Food Safety Supervision And Administrative Law Enforcement System

Food safety has become a significant issue which has attracted high attention of the Party, the government and the whole society since it has a great impact on the national economy and people's life as well as people's health. China's food security problems occur with increasing frequency. The reasons are in many aspects but the main one is that China is experiencing the transition from the socialist planned economy to the socialist market economy. Yet the traditional administration enforcement system of food safety supervision has not met the need of the development of market economy. Therefore, it is in great urgent to complete the legal system of food security and to build a new administration enforcement system of food safety supervision in order to satisfy the demand of current situation. It is also regarded as a long-term plan and vital strategy.Based on the study of advanced foreign practice in the administration enforcement system and according to current situation in China, my thesis affords the beneficial suggestions to complete the administration enforcement system of food safety supervision. In addition to the introduction and conclusion, the thesis is divided into four chapters:The first chapter elaborates the administration enforcement system of food safety supervision and analyzes the basic meaning of food, food safety, food hygiene and the administration enforcement system. It also reveals the theoretical value of the study of food safety supervision.Chapter II mainly introduces the current situation of administration enforcement system of food safety supervision in China and indicates the open questions and the causes which have laid the foundation of the beneficial suggestions that I will elaborate in the latter part of my thesis.Chapter III demonstrates the foreign study and introduces their useful experiences of administration enforcement of food safety supervision. I mainly focused on the specific practice in European Union, the United States and Japan. Helpful innovations in domestic districts is also presented in the field of food safety supervision. The chapter also gives a comparative analysis of these practices. I believe they will provide references and lessons to the reform of the administration enforcement system of food safety supervision in China.Chapter IV is where the innovation lies. My thesis summarizes notions and principles of the administration enforcement system of food safety supervision in China and gives suggestions on the frames of concrete system. I approved the idea of classified supervision instead of subsection supervision. It is important to strengthen the comprehensive management of leading group of food security and to improve national product quality in order to give theoretical support and discuss to the study of food safety.
