Research On The Countermeasures Of Online Food Supervision In Kunming City Under The New System Of Food Safety Supervision

With the rapid development of China's economy and society,food safety has been widely and highly concerned by the society and the government.Food safety has become an important livelihood issue,economic issue and political issue.In recent years,China's food safety management has achieved a lot,but the situation is still grim.Especially with the rapid development of internet technology,the continuous improvement of logistics distribution network and the continuous enrichment and convenience of online payment means,the online food trade has been increasing year by year,and its security risks is increasingly prominent.There are many characteristics of virtual,wide-area and concealment in online food transaction.It is sometimes accompanied by counterfeit and inferior food and fraud.The illegal cost is low,the legitimate rights and interests of consumers are infringed,and serious potential food safety hazards are also produced.In the last five years,great reforms have been taken on China's food safety supervision system.The functions and responsibilities of food supervision are gradually shifted from multi-sector to single-sector.In the year of 2018,the supervisory authorities have been substantially merged.Food safety supervision has been highly concentrated,which turns out a new system of macro-system and market comprehensive law enforcement and supervision.Under such a new system,how to do a good job of online food supervision is worth studying.At present,laws and regulations for the supervision of online food has been revised or promulgated by China,aiming at strengthening the supervision of online food.However,as far as Kunming is concerned,it still faces many difficulties,such as relatively lagging laws and regulations,poor coordination of departments,insufficient technical support,lack of network supervision literacy of supervisors,and decentralization and weakness of social supervision force.In this paper,the Market Failure Theory,the Information Asymmetry Theory and others management theories are used.Methods of literature research,interviews and inductive analysis are applied to study the online food safety supervision in Kunming City as an example.By combing the changes and current situation of food safety supervision system in China and Kunming City,the online food safety supervision subjects are analyzed.The experience and practices of online food supervision in developed countries and China's several advanced provinces and cities are summarized,of which enlightenment on online food supervision in Kunming is expounded based ona typical case of online food violation.Anymore,the effectiveness and existing problems of online food supervision in Kunming are analyzed,toward which feasible countermeasures and suggestions are proposed,such as improving legislation,establishing department coordination mechanism,enhancing supervision and law enforcement ability and technical supports,using internet cloud platform and giving full play to the role of social supervision.
