The development of food industry and the global food trade is changing the way that the food production and sales, especially in developing countries, in the pursuit of the high-speed economic development at the same time, how to coordinate the relationship between the market benefit and public safety, safeguard national economy and people's livelihood has very important theoretical and practical significance. Our country is in economic transition stage, we governments at all levels must face to solve the major problems which the governments should deal with all kinds of food safety problem effective and smoothly. Government entities at all levels in our country is the main part of the food quality and safety supervision, food safety regulation is given by the law when they participate in social public management activities must fulfill a legal obligation and power, in accordance with the principle of" have the right to have the responsibility", the local supervision of food safety management needs to take all effective methods and measures, and the food safety management should try the greatest responsibility to carry out food safety supervision work.This article mainly through the general situation of the development of China's food safety regulatory system and historical review on the recent reform as the breakthrough point, study on the horizontal and vertical regulatory problems. In the process of combing previous food security system reform, the author found that study of the national reform is more, but less study in local government, especially the reform practice of grassroots local government research compare deficient, and from the practical level, if the local government in the process of administrative management, need to learn from the aspects of academic research results, nevertheless there is lack of the paradigm reference. The county level government is the grassroots government organizations in China, in the first line of food safety supervision, regulatory activities are effective in the importance of self-evident, related to economic development and social stability. Government at the county level in our country food safety regulation, however, is still in the primary stage of development and application, whether it's food safety regulatory theory or practice, remains to be further strengthened. Supervision works mostly focusing on execution supervision work. To carry out the implementation of a system as an example, the strength of the execution of government at the county level for implementation of the system reform of food safety related policy highlight the more important significance. And if the county level government regulators can be based on local actual, in the process of implement system reform explore a suitable for their own ways to further improve the efficiency of supervision, optimizing regulation effect, which the author thinks this is the only way to enhance the responsibility government credibility.Therefore, the author is based on Tangyin county in Henan province food safety regulatory system reform as an example, by using the method of field investigation into the county food drug administration departments, targeted to carry out the necessary questionnaire survey and interviews, properly by using the theory of governance theory, policy implementation and the new public management theory, focuses on the four key elements of the system reform, personnel, organization setting, function distribution and the status of the operating mechanism; Analysis the current situation of the reform of the current system and process, briefly evaluated the effect of the county's food safety system reform; To study the influence of food safety supervision system reform to promote the county effect, especially the role of the county in county actively create the national food safety and revelation; And sums up the experience of Tangyin food safety regulatory system reform and the insufficiency, it analyzes the deep level, and internal reasons, mainly related to staff in place situation, the operation of the facilities, function configuration, etc., also there is part of the policy in the implementation process appeared deviation, the functions of configuration is not completely clear and other issues, in allusion to the reform has a series of problems and deviation correction, for the food safety supervision work in the county put forward the preferable countermeasures and suggestions, in order to optimize the role on regulation.
