Research For The Reform Of The Food Safety Supervision And Management Mechanism At Huizhou City

Today,food safety(FS for short,the same below)problem has been getting more attention and importance,while safety flaws exposed in FS supervision have also been increasingly apparent.Therefore,our country has carried out reforms on FS supervision system for a long period of time,experiencing from the era of planned economy,multi-department supervision,to the era of unified supervision.However,neither from the number of FS accidents,nor people’s confidence in FS situation,the implementation of reforms has resolved the severe problem of FS.FS supervision is still faced with enormous challenges.Most of previous studies have compared situations of FS supervision home and abroad,analyzed the irrationality of the design of FS supervision system,the shortages and immaturity of regulatory measures,and the inaccuracy of collaboration in supervision roles.These studies have put forward proposals in perfecting the system focusing on departments reorganization and ability improvement,looking for a more effective supervision system from top to bottom.Cities,counties and grassroots government organizations,whose responsibilities are to supervise FS,do not have the power to control the top-level decision of the system reform,and they only undertake the implementation task to organize institutions,decide responsibilities,and carry out the supervision under professional supervision framework.However,problems in the process of reform practice are particularly prominent,which few studies have analyzed.The present paper takes the FS supervision system reform in Huizhou as the research object,categorizes the reform courses of FS supervision system in Huizhou since the founding of People’s Republic of China,with literature review,history comparison,document study,interviews,questionnaire surveys,and so on.It describes the current situation of FS supervision system,reflects the advantages of the present system according to the FS regulatory results in recent years,points out the difficulties and their causes within the process,analyzes the current situation and problems of FS supervision system reform at the grassroots level,explores more effective ways and methods for grassroots FS supervision organizations to implement in accordance with law under the existing system.
