As an important module of human resource management, performance management is a key part that can guarantee the executive power. A complete performance management system for enterprise should include three layers, which are performance management of organization, department and employee. Performance management of department is a key layer which is a connecting link between the preceding and the following. It has been turn into a strategic measure that can help enterprise to develop competing advantage and acquire core competing ability. Considering reality of weak function of MSTZ group headquarters and effectiveness of performance management, the primary object of this paper is to combine performance management with each functional department of MSTZ group headquarters and establish department performance management system for headquarters. The further one is to improve performance of headquarters, reinforce its function, then promote performance of whole group and enhance competing ability of enterprise.Firstly, the paper introduces the theories and methods of performance and performance management, analyzes the advantages and disadvantages along with the application scope of these various methods, and sums up the developing tendency of performance management. The construction of performance management system is paying more and more attention to strategic orientation, and takes performance managements as the important measure for strategic execution. In addition, the system is becoming increasingly systematic and the practice and application focuses more on techniques.Secondly, the research object, the definition and characteristic of Group headquarters functional department and headquarters functional department performance management, has been analyzed and illuminated, it paves the way for studding headquarters functional department performance management.Then, the paper has given an analysis on the present situation of organization and performance management, and draws the conclusion that the problems of MSTZ group lie in aspects of headquarters and performance management.The keystone of the paper is chapter five, the part of designing and researching MSTZ group performance management system. In this part, the author has conducted a comprehensive research on the designing principle of performance management system, designing ideas and process as well as designing of performance management system. The author elaborates on the performance management index system with relatively higher-degree technique, and also created the"Department Target, Department Core Function, Inner Customer, study and growth"functional department balanced scorecard approach to ascertain KPI at the functional department rate.In addition, the author designs the implementing solution for putting the MSTZ Group headquarters department performance management system into practice, particularly designs the performance management system process and table a proposal about some basic work and some necessary security measures that should be conducted during the performance management system running.Finally, the conclusion part of the paper analyzes the yield of system design and research as well as the imperfection of the paper.I hope the study in the paper can be used for reference to the enterprise group headquarters functional department performance.
