Although this area has formed a wealth of management theory and tools.However,there is still a gap between the theory and the actual needs of enterprises,including how to combine the balanced scorecard performance management theory with measurement system for daily use, as well as how to measure and assess the administrative, personnel, finance and other functional line management department employee performance.Hunan Gold Group headquarters(hereinafter referred to as the Group headquarters) is the administrative center of Hunan Gold Group Co., Ltd.Since the functions of management more difficult to measure, group headquarters has been unable to establish a scientific and effective performance management system.How to establish a scientific and practical performance management system to theoretical research and practical application have a greater value for these employees.This article is based on the responsibilities of employees, integrated use of KPI method and balanced scorecard, design performance management system.First, this paper comprehensively analyzes the main problems existed Performance Management Group headquarters,by superiors and superiors direct assessment of the direct leadership of people who will work together as assessment.BSC will be the primary method of annual performance appraisal,Gold Group's strategic map is drawn,Gold Group BSC is constructed,and it is broken down into departments BSC. KPI will serve as the main monthly assessment methods, Responsibilities will serve as the main basis for setting assessment indicators,employee focus and discipline will serve as an effective complement to evaluating contents,extra points will serve as an important means of hard work,The same employee performance put together compared to each other as the way to solve the department is too small;Then prepared the job descriptions for each department,from the assessment indicators, assessment organization, assessment processes, assessment feedback, results and other aspects of application performance management system design;Finally, from the organization,training, IT systems and pay system design safeguards performance management system implemented in four areas.This design of Hunan Gold Group headquarters on the assessment of the performance management system combines length,focus of both dynamic and static binding, binding and stimulating both.In this paper, the problem of how to solve theperformance management of functions line management department employees play a real role in guiding.How to combine the balanced scorecard performance management theory with measurement system for daily use to make a useful exploration.
