With the expansion of the scale of the enterprise and the improvement of the degree of standardization,it is becoming more and more important to carry out the strategy of group and strengthen the management of the headquarters of the enterprise group.The enterprise group plays the function of creating the value chain through the headquarters of the group.Group headquarters functions is an important mechanism to realize the group control function,but also the key link level group strategy implementation and performance evaluation of.Whether the headquarters functional departments can grasp the core task of the implementation of the strategy is bound to affect the group's industrial cluster effect and the cultivation of long-term competitiveness.Performance evaluation can be highly integrated in the strategic management of enterprises,not only can be used as a strategic assessment and monitoring,but also as a basis for strategic assessment and monitoring.The combination of enterprise strategy and performance evaluation,the establishment of the headquarters functional departments based on the strategic objectives of the group has become an important part of enterprise management.BSC provides a framework for the implementation of management,better control strategy in the complex environment balance of multiple stakeholders,and help enterprises to construct the evaluation index system of strategic performance,mobilize the inner action and creativity,promote the effective implementation of the strategy.In the confrontation with Stakeholder,EVA,MBO,KPI and other theories and methods,the Balanced Scorecard continues to integrate,progress,and become a mature strategic performance evaluation tools.Y group is a large state-owned enterprises in Shandong Province,in order to cope with the pressure for reform of salt industry and serious excess capacity in the market competition,the group made the transformation and development of the decision,in the "The 13th Five-Year Plan" strategic planning put forward the strategic target range.In this case,Y group's ability to implement the strategy has been a great test.In this paper,through literature research,interviews and questionnaires,to reveal the strategic orientation of Y group headquarters functions in the performance evaluation index does not match,is not reasonable,lack of fairness and performance problems to be solved such as the missing link.On the basis of comprehensive analysis,balanced scorecard for Y group strategic maps based on creatively introduced internal stakeholders methods and tools,combined with the group hierarchy index decomposition analysis and demand,design the index system of performance evaluation functions,and using the weight factor method for index weight distribution,in order to height integration of group strategy implementation and performance evaluation of the functional departments.In order to ensure the effective operation of the performance appraisal system,we design a set of operational procedures of performance evaluation,and established the evaluation system.The improve of Y group headquarters departments performance appraisal done,is conducive to the Y group's strategic landing,by improving every part of the performance appraisal departments,effectively promote the horizontal communication headquarters functions,improve the overall performance,more long-term,contribute to cultivate long-term competitive ability of Y group.Because of the work of the functional departments of the homogeneity,and the application of the theory,methods and tools of universality,borrowing done by the Y group headquarters of the performance evaluation function improved,also has certain reference significance for other enterprise group headquarters functions performance evaluation of similar background.
