Compared with China telecom market status, showed the weakness of China telecom development and provide opinions.With the social development, customer noticed that the quality of service is most important issue. The service provider is considering about How to improve the quality of service and how to really understand the customer's requirement, and same into telecom market, and telecom operator has to rebuild a new maintenance and support system to meet the compete requirement, so as the point of this article, all these ideas must focused on the SLA, without SLA, the support system will be nothing.To support this point, this article get further description for SLA, and showed that the major point of SLA is Finance procedure. That means the maintenance and support system plus Finance system monitoring in each process, then it can be realized by management people and process executer, it can force to improve the service manner and it can be survived and development in the market.In the final part, comparison between China telecom and Equant, this article analyses the existing weakness, and showed some opinion to improve that. The weakness includes telecom construction, process, low efficiencies, low performance of staff and lack of monitor system. To change this situation, the writer refer to Equant successful operation experience, and based on SLA concept, raised the points from Service model, business concept, management and how to setup SLA etc to optimize existing China telecom maintenance system.
