Operations Support Systems (oss) Strategic Position In The Chinese Telecom Enterprise Information

Under the development of the economic, Information System has become the one of the enterprise key abilities. After the reconstruction of the telecom industry, China-Telecom, as an important player, becomes a full information services provider from the fixed network service carrier. China-Telecom has to enhance its operation ability for the new role. The Operation Support System (OSS), becomes one of the enablers during the transformation.First, the paper illustrates the OSS ability is the necessary condition to implement the strategy of the China-Telecom. Through the construction of the OSS, China-Telecom can form OSS abilities for the differentiation operation strategies. The abilities include the resource management dynamically, customer business fulfillment quickly, interconnection with external systems, shortening the time of order procession, and high customer service quality.Then, the paper summarizes the difficulties for the OSS operation, such as the manually data entering, low accuracy of the data, not enough binding of the data and the process, too many system interfaces, high cost of the interfaces, and poor control of the service quality. To solve the problems, the paper gives some suggestions:(1) Promote the customer experience; strengthen the IT support ability for the convergence of the sale, operation and the business.(2) According to the policy of the customer-oriented, product-oriented and the network-oriented, make the brand operation and the mean management strategy workable(3) The ability to support SCM with mean management, consolidation of the systems and processes.(4) Assure the effective of the data, enhance the data quality.Finally, with the Inner Mongolia Telecom case study, the paper shows the OSS system can indeed make the value for enterprise.
