Today, transformation has spread all over the world telecommunication trade, Changing developing idea and cultivating the core competence towards the future have become the common recognition, as the support of marketing, business and service, network operation maintenance management is the main of the core competence in telecommunication enterprise, so the urgent task now is improving the efficiency of network operation maintenance.This article introduced the pressure and challenge of network operation maintenance in currently environment, studied the practice of network operation maintenance management inland and oversea, studied the related theory from organization frame, operation support system and management of quality, use their experience and good idea for reference, analysis the environment of competition, the development of network and business, the satisfaction degree of customer, find the defect of management in organization, support system and quality, in the end give the measures for improve the efficiency of network operation maintenance: first measure is create centralization organization frame by province, second is formulate support system first, then exploitation and rebuild progressively, third is regard "zero defect" as the aim, work out and solid the level of quality management.The keywords of this paper is operation& maintenance; organization frame; quality management; operation support system, and there are eighteen chart, six table, fifty three reference literature in this paper.
