As for the telecom operators, it is an inevitable trend to implement the strategy transformation because of the worsening market competition. Meanwhile, the business mode and maintenance mode need to adapt continuously to the market development, and try to satisfy the demands of market-oriented, customer-cored, benefit-objected business development and service quality. Traditional operation & maintenance (O&M) service management system is network equipment and technology oriented management system, so it is difficult to respond quickly and make the most customers satisfied, and it could not provide services actively. What the modern O&M management system should do is to avoid or overcome the disadvantages existing in the traditional system, to advance the innovation of the thought of telecom operators. Moreover, the modern system should adapt to the market development, and try to work toward the direction of customer-oriented, process-concerned, emphasis on cost and quantifying service by adjusting timely the working mode and working target.In this thesis, we construct a modern O&M management model, which has drawn the experiences in the management process and service process of IT Infrastructure Library (ITIL). The thoughts and methods are added to the model frame of enhanced telecom operations map (eTOM). After an in-depth analysis of eTOM, we choose an operation process section closely correlative with the O&M service management, and design an O&M management model in the telecom enterprises. This model includes serving opening, service guarantee, O&M management, dispatching system and network resource management system, etc.. The whole model has reflected the customer-cored concept, and will benefit for the telecom operators in china to rebuild O&M production process and to construct electronic O&M management information platform.
