Arable land resources are the important material foundation for Human survival and development. Along with the rapid population growth and rapid economic development, the resource state of the arable land worsens day by day. Henan, as a large province of the agriculture, the food production is threatened in recent years. In order to find out the base number of the arable land and to confirm the quality of the arable land, guaranteeing that the limited arable land resources get sustainable utilization, Henan Province launched a province-wide survey of the quality of the arable land. A large number of data of the arable land resource have been accumulated in this survey. Base on these data, the data standards of the arable land resources have been established, and the standardization of the data has been achieved, and also the management information system of Henan arable land resource supported by WebGIS has been developped. Not only did the research promote the standardization and informationization of Henan arable land resource management and achieve the sharing of Henan arable land resources, but also promote the development of information agriculture and precision agriculture.In this paper some main research works were completed as follow:1. The importance of arable land resources has been analyzed, and Geographic information systems and Progress in application of GIS in agriculture are studied, and the idea that webgis is used for managing the arable land resources in Henan Province.2. The technological theory of webgis has been studied, The arable land resources web publishing system has been designed based on B/S three-tier architecture, and function modules has been designed through requirement analysis. Key technologies, which are used in the process of system development, are explained.3. The course of obtaining the data of Henan province arable land quality survey has been explained. The spatial data and attribute data have been encoded, which are obtained, and these data have been standardized. The integrative management of these data was achieved using ArcSDE and SQL Server, which establish the foundation of management and web publishing of Henan arable land resource data.4. The system was developed in DOTNET platform using ASP.net and ArcGIS Server Web ADF which is WebGIS software. According to the requirement of development, the system has the following funcitons: map management; zoom and pan; longitude and latitude display; map control; spatial data query; theme analysis; information management and Virtual Earth data aggregating. Through the test, the system is comparatively rapid to load the resource map of arable land, and to show the attribute of every plot. The system can also make individual value theme analysis and query attribute. Finally, it realized the share of arable land resources data and the management, and web publishing of Henan arable land resource is achieved.
