In this paper, the research aimed at the use of mobile phones by general public on the conditions of media technology, In this article, these conditions include the economic conditions, learning conditions, the necessary knowledge and skills, the use of technology integration capabilityIn the basis of a lot of reading, Issues using the field survey carried out these conditions survey, the final statistical analysis of the public the status of these conditions and the status quo for these are given suggestions for improvement and rationalization of views. Technical conditions are not perfect, technical environment has not yet matured, and in many ways also an urgent need to be improved and strengthened.In these conditions, economic conditions, the relative location, the necessary knowledge and skills above, is lagging behind, to learn knowledge and skills related to the conditions of the environment due to technical differences there are some gaps, especially in the public use of mobile media technology integration capability is relatively weak, needs to be strengthened.To change this situation and improve the public use of mobile phone technology media, need to be done in many respects, such as economic, environmental improvement measures ,such as laws and regulations to coordinate the management of applications, in particular, to gradually increase public use of mobile media technology literacy.In this paper, studies carry out on an innovative approach, especially through the field survey , a large number of technical conditions are given the status of data on the mobile phone, the Government's management of mobile media, in particular the development of mobile media, a lot of guidance and reference significance.
