With the development and popularity of the television technology, TV has became the main channel to receive scientific knowledge for Chinese citizens. The scientific and educational television programs is an important carrier of scientific knowledge, and has an directly impact on the quality of scientific and technological information. This article has an research on the evaluation system of Chinese scientific and educational television programs, in order to improve the quality of scientific and educational television programs. First, give a comprehensive overview on Chinese scientific and educational television programs, for having an understanding of some basic conception and theory. Secondly, analysis the particularity of the evaluation system .How the existing ideas, "audience-oriented" and" audience understand the science", impacts on the process of evaluation of Chinese scientific and educational television. Thirdly, make a separate analysis on the significance and composing factors of TV ratings index in Chapter IV. Find the conclusion that we should apply Green ratings index in evaluating to scientific and educational television programs. After analysis of the advantages and disadvantages of the current evaluation systems, construct the model of the evaluation of scientific and educational television programs. And fourthly, On the base of analyzing dimensionality,index,scale,feasibility of the evaluation system, take a full-scale and systemic exploration to evaluation system of scientific and educational television programs.
