With the development of social and economic, audience's psychology has been changed gradually, so as to the television media which has been tended to be dramatic. As a combination of science and media, it's an important task for scientific and educational television programs to popularize the scientific knowledge and raise the scientific accomplishment of national.How to combine the traditional Chinese style with the western narrative mode is the way to improve the communication efficiency of the scientific and educational television programs , and also it meets a entertainment requirement of audience as well as guiding them to pursuit scientific connotation of program. According to the CCTV-10 and other domestic and foreign scientific and educational television programs, it will analyze rules and skills of application of dramatic elements in educational television programs such as the dramatic narrative, the dramatic elements and so on. And hoping it may guide practice further.The thesis is composed of six parts:: the first part is about the research background,which include the strategy of developing the country by relying on science and education , the cultural change and scientific and educational television programming trends .And also the status quo at home and abroad and the main purpose of this article. The second part is the introduction .it defines the concept"scientific and educational television programs", and classify them. The third part is an analysis of the strengths and weaknesses exist when people watching those programs. Part IV will discuss the feasibility and scientific value to combine those programs with the dramatic elements, will describe the process of the technique and make a summary about the superiority for using dramatic elements.Part V tells how to use dramatic elements in science and education applications in detail. Such as how to choose topics, how to make a story ,how to create conflict to suspense, how to arrange the perspective, structure and rhythm, etc. On the other hand, it is discussed some issues about scene building such as enactment/staging and reconstruction, the realism and impressionism, the music and sound which combine with pictures,and so on and so forth. Part VI is the summary and outlook.
