With the constant development and progress of the society, human resource management becomes more and more important. Human resource is the first important resource and it plays a decisive role in the development of the upper colleges. With the increasing amount of information of the human resource management, the requirements for information processing increased. In order to smooth the work of human resource management, improve efficiency, standardize the workflow, support the leader's decision, we must strengthen the information construction of the human resource management.This paper takes the human resources management of Shijiazhuang Posts and Telecommunications technical college as an example, and it discusses the existing problem of the human resources management of this school and puts forward the necessity of the construction of resources information management system around the implement of the human resource information management system. It puts forwards the design scheme of the human resource information management system, focuses on the needs and relative module design during the developing course of the system, specifies the design thought, the module and features in detail.This paper has accomplished the requirement analysis and overall design of the system, and the business procedure analysis of the main functional modules, including organization management, institution management, post management, staff information management, payroll management,assisting decision and system management, and it has completed the design of data base and the division of the functional modules, including the basic staff information management, staff recruitment, signing contracts, post adjustment, performance assessment and the compensation and insurance, etc.Shijiazhuang Posts and Telecommunications technical college conducted a test run of the human resources management information system, and it gains good result, meets the requirements of human resource management, and it gets positive remarks of the users. It is a set of practical management software in the aspects of human resources management among the upper colleges.
