As quite an important composed part of the army united logistic department, human affairs and resource management provide daily human affairs and resources serves, which is really complex and difficult to operate. With the development of modern united logistic management and the army information reformation, it is quite necessary to develop the information level of our department based on the existing information fruits.In this paper, a human affairs and resource information management system was proposed to promoting the level of information construction and developing the department management. Based on the investigation and analysis of application requirements, the information management system was built using united model language technology to make model, SOA technology to perfect this model, Windows Server to be the system base, ASP technology to design the information system, SQL Server2005to construct the system data, C#language in VS2008to design the system, and Windows interior programs such as API, DLL, dynamic data exchanging, object link and inset, open data accessing etc. to realize this system. In detail, the research content of this paper chiefly includes:(1) The system requirements and system models were analyzed. The detailed function requirements for the management system were obtained by discussion, visit, and investigation.etc. The system static models and the dynamic models were built based on the UML technology. The non-function requirements of the system were further analyzed finally.(2) The technology of SOA was discussed. The model construction method was perfected based on this new technology and the various models were compared.(3) The safety design of the system was manly studied. Technologies of from verifying, accredit as well as encrypt, network safety and fire wall were discussed. Further more, a byelaw was put forward to develop the safety of the management system.(4) Details of the system realization technology were analyzed. An overall view of the system realization was first put forward. The data base design was then discussed in detail. Two aspects including human affairs information managements and work operation information managements were mainly investigated in this part.The basic information management including information collecting and looking up, personnel changes(retiring, translating, engaging etc.), staff changes, military rank and headship management, operation communication management, file management, labor distribution, title selection, appointment and removal of cadre, etc. were comprehensive and realized in this system. Additionally, the system provided detailed statistical analysis, decision support and standardization system interface. In a word, the paper can provide a strong example for personal information and human resource management information system design and implementation of army logistic department information management.
