With the continuous development of mobile communication technology, mobile communications networks are increasingly expanded. The complexity of network structure, coexistence of a variety of communications equipment, new business, and rapid traffic increase exponentially, are put forward a higher demand to the construct of network.The Mobile Traffic Network Management System as the network operations support system, has the characteristic of high complexity, comprehensive, and involving a wide range of features. The system plays a significant role to improve the quality of network operation and analysis capabilities of network. Fault management play an important role in the whole traffic network management system, which is an important component of network management to support the network operation and maintenance. Alarm Collection Subsystem which described in this paper as the core of the fault management system, provide support means for the mobile network to monitor and maintain traffic network daily, at the same time provide statistical data for failure analysis. The system make an important impact to improve the network operation quality and management efficiency comprehensively, and to ensure efficient, safe, reliable operation of network.The paper based on the current status of the development of mobile network management, through the analysis of the development of existing theories and techniques, acquire the design framework of alarm collection subsystem, and described the design of function in detail, including the composition of data acquisition subsystem, module functions and the relationship between the various modules. In the design and implementation process the system focused on the configurable access method of different manufacturers equipment, and provide the details of design of functional module and interface definition.At the same time, provides the method to ensure the integrity, real-time of data in the alarm collection process. Through communicate with effective user needs and the actual verification of the module run results to achieve reliability, scalability and overall performance of the alarm collection subsystem maximumly in the analysis and design process.
