With the rapid development of telecommunication technology, rapid expanding of the type of telecommunication network and business volume, the size of telecommunication network is becoming larger and larger; the traditional network management system has not fit itself to the current complex network and has not satisfied telecommunication suppliers'needs because of lacking of standard interlinking interface. On this condition, International Telecommunication Union (ITU) brings forward the Telecommunication Management Network (TMN), as a prevailing international criterion of telecommunication network.The technical specifications, interface specifications and management specifications provided by TMN set the basis for the development of telecommunication network management system.Fault management, as one of the TMN management functions, makes sure that overall network runs securely and steadily by monitoring and managing running state of the administered objects.Beginning with introducing TMN definition, this paper theoretically illustrates TMN model, architecture, standard interface and function distribution, provides fault management subsystem for modeling criterion and theoretic instruction. This fault management subsystem is designed and aimed for software engineering thought and Object Oriented Program ideal.Based on the designing ideal from whole to part, this paper first discusses the whole framework of telecommunication network management system and the internal framework of the fault management subsystem.
