Gridded Digital City Management Information Platform Design And Development

Urban municipal supervision and management information system has created a new urban management mode based on grids by use of mobile communication technology, information technology, geocoding technology and grid map technology. It realized the refinement of urban management space, precise location of management objects and the flow process of urban management. Supervision center and directing center, which are two axle centers in management system, have been set up. Thus the entire time interval and omni-directional covered urban management has carried out with precisely, sensitively and efficiently. The urban municipal supervision and management information system is an explicit division of labor, clear responsibility, promptly feeds back, rapidly solution and powerful surveillance information management platform, which enables the government to fulfill the social management and the public service functions better by using the modern technology and conforming the urban management resources. The platform enables the supervisory work to precisely covering in each place and each time interval and reach the management goal of precisely, fast as well as highly effective.My article has analyzed the development of the digital urban management both at home and abroad. I have studied the rationale of digital urban management based on the GBC theory of city public service model. I also have investigated in the technical system of digital urban management, the key of which is WebGIS and Workflow. Finally, this article has designed and realized the urban municipal supervision and management information system of Chongqing high-tech development zone. It enriched the digital urban management theory system and also has some important model significance to construct the platform in the county areas as well. The concrete content of my article include the following aspects:(1) Researches on the essential factor model, the data model, the service model, professional model, the standard system, the platform system and the movement pattern of digital urban management based on GBC theory.(2) Proposed the essential technical system of the urban municipal supervision and management information system construction. Multianalysis on WebGIS work mechanism and the map distributing technology route with ArcIMS. Analyzed the status of workflow in the urban municipal supervision and management information system and the general reference model of workflow.(3) With the reality of Chongqing high-tech development zone, the article has proposed the standard and method of grid division in the mountainous city. Raised data organization way and memory management way of urban municipal supervision and management information system , the technology route of database platform construction has also been discussed.(4) Analyzed the work flows of the digital urban management in Chongqing high-tech development zone(5) Proposed the overall design architecture and the network architecture of urban municipal supervision and management information system in Chongqing high-tech development zone, and then put forward the work principle of the subsystems and the key technologies.
