The Establishment And Application Of Urban Planning Results-based Management System

With social economic development of a city, the requirement for City Planning and Management is getting higher and higher. The range of City Planning and Management is expanding continually and the amount of information to be managed and stored is increasing, and most information is spatial data. Traditional manual work and analysis method cannot meet the demand of the City Planning and Management. GIS Technology has grown rapidly in the last 30 years, it can associate object's spatial position with its attribute in the real world, and meets the user's demands in spatial information management. So, Applying GIS technology in City Planning and Management has become more important, GIS has been used widely in the domestic and overseas City Planning and Management, and mostly has constructed the City Planning and Management system with GIS as a core.WebGIS is an Internet--based network GIS,which has Browser/Server architecture and changes the running and serving modes of traditional GIS,it helps remote users using GIS, shares Geo-spatial information resource. WebGIS is from "Digital City", it is a full expression of "Digital City" research from theory to practice and then from theory to practice. So, we can say that WebGIS is one of the key technologies to solve the process of "Digital City" information, networking,intelligent and visualization.Firstly, the article discusses concisely the fundamental of GIS and the GIS application in City Planning and Management;Then analyses the concept, architecture and implementation methods of WebGIS, and detailedly investigates and compares several popular WebGIS software platforms in the present market; Lastly considering the requirement of Town Planning Results Management system, the author chooses ArcIMS (a product of ESRI Corporation) as WebGIS software platform. Then the article introduces the basic information of ArcIMS focus on the ArcIMS system structure and operation mechanism. Based on the research, the article has completed the system design and function design of the Town Planning Results Management system and realized the most functions included Map basic operation, Information query and Information management, and illuminates the system effect in the urban planning by the range line design and choosing site functions.
