With the continuous development of Internet technology and the increasing demand of people to the geographic information system (GIS) , WebGIS has become the hotspot and one of directions of today GIS. WebGIS, the web-based geographic information system, is the geographic information system which based on the Internet.The components update task of the existed digital urban management system in Taiyuan was finished by manual operation. This way not only data update are not timely, but also inefficient. Based on the existing digital urban management system in Taiyuan city and the analyzing the actual demand ,this paper proposes that constructing a component update system.This system aims to improve the up-to-date state of the components update, validation of the components update ,the service performance and the user experience, etc.Firstly, this paper has made a detailed analysis of the key technologies for the system, such as all kinds of implementation methods and frame structure of WebGIS and the various realization ways and comparison of Ajax asynchronous refresh mechanism.Secondly,this paper introduced the system analysis and design in detail, mainly including: system needs and objectives, system business process analysis, spatial data analysis, the system overall design and the desing of functional module and so on. On these basis, we comprehensive analyzed and compared of various methods and implementation techniques of WebGIS and used the ArcGIS Server to build a digital urban management component online updating system. And in the development process, it focused on the issues of multi-tier architecture framework of WebGIS system which based on the ArcGIS Server and the callback technology and present some system interface and source code.Finally, it summarized the work done and pointed the deficiencies and improvements of the system.The example system which has been run in the digital urban management system in Taiyuan has shown that this framework effectively has reduced the server load, realized the page asynchronous calls and no refresh,promoted user experience,and provided a convenient and effective way for the digital city construction.
