With the development of Internet and the increasing demand in GIS, the research on WebGIS has become a hotspot. Recently, the using of WebGIS in digitization urban management become a key in solving some problems.Along with the gradual acceleration of urbanization, the scale of cities is enlarging all the time, and urban construction is improved largely. However, urban management can not keep in line with urban construction, which has become a growing concern in urban development process. The main reason is that the comprehensive coordination in urban management process is not strong; The dependency on traditional management methods is too much. As mentioned above, traditional way in urban management cannot meet the needs in modern society. Constructing digitization urban management mode is an effective method to transform government functions, resolve management problems, improve the level of urban management, and enhance urban management capabilities.This paper researched the overall framework of the Digitization Urban Management Information System of ChangSha and discussed the contact between the various subsystems and their functions. The Digitization Urban Management Information System of ChangSha used spatial grid technique. Based on community, according to territorial management, geographic distribution, status management, convenient management, management object, the system plotted the grid unit. In the Windows Server 2003 environment, the paper was based on spatial grid technique, established spatial database with Oracle10g database, and used ArcSDE engine to load spatial data. In the development framework of .Net, the basic GIS functions, as well as Geo-coding subsystems and components online urban updates subsystem, were achieved, with ArcIMS technique, ADF technology, callback mechanism of .Net, JavaScript scripting language and C # programming language. Real-tie dynamic management about urban components and events was carried out via GIS functions. Through researching system, the feasible and efficient digital technology in urban management was demonstrated. The convenience of city management was achieved by spatial grid technology, and the geo-coding subsystem and urban component update system online were implemented by Web ADF technology and ArcIMS technology. The callback mechanism of .Net was introduced into the system successfully, in order to enhance the users'experience on the system.
