In the era of knowledge economy, human capital has become an important component of the core competitiveness of enterprises. As an important means of human capital development and achieving, training has been adopted by more and more enterprises to create value, to cope with competitive challenges and to maintain the core competitiveness of the enterprises. How to increase their core competitiveness by training, as while as to realize the common development of enterprises and employees, has become a major issue that many enterprises must face.With the rapid development of economy, biological industry is setting off a boom. As the largest biopharmaceutical company in domestic market and the largest human growth hormone production based in Asia, after 14 years'operation and exploration, GENSCI has entered a critical period of development. GENSCI has confirmed the period that from 2010 to 2012 as the company's "adolescence sprint" stage. In this stage, it not only need to realize high speed growth in business, but also need to achieve a fundamental change and breakthrough in management ability, management manners and management culture of the company's managers from the top to the bottom level. The enhancement of the management ability of the middle-level managers who locate in the middle and coherent management positions will be the key nodes to achieve this fundamental change and breakthrough, thus establishing systematic and targeted training system for middle-level managers should be one of the company's human resources strategy. 24 middle-level managers in GENSCI Changchun headquarters are the main study objects of this article. After a in-depth analysis of the characteristics of this group and problems of the existing training system, then the author propose to construct the training system of the middle-level managers based on competency model. The core idea of this article is to establish the general competency model of the middle-level managers in GENSCI firstly, then use competency assessment method to evaluate the qualities in the general competency model and make a gap analysis between the target quality and the actual quality level, then combine this result with the traditional research of the training demand to accurately determine the training demand. Secondly, this article design a systematic and targeted training plan of the middle-level managers on the basis of the training demand, the training plan has both general curriculum to solve short-board ability of the whole group and the personalized curriculum aimed to improve personal ability and the ability which the manager's post demands. Meanwhile, this article has established a basic mechanism for training achievements transformation and effectiveness assessment.This article constitutes by five chapters. Chapter I basically describes the relevant theories of the competency model and the characteristics of its application in the training system establishment, and the processes and steps in training system establishment based on competency model. Chapter II introduces the current status of GENSCI, the main characteristics of middle-level managers and the existing problems in the training system of the middle-level managers. Meanwhile, proposed solutions to solve the problems, i.e. introducing of competency model to construct training system. Chapter III, IV and V discuss in detail on the construction process of the training system of middle-level managers which based on competency model, including training demand analysis based on competency model and training plan design and training achievements transformation, establishing process and implementation on the evaluation system of training effectiveness. Hope this article can provide some valuable suggestions on the establishment of the training system in biopharmaceutical enterprises.
