With the "WTO" transitional period has ended, more and more foreign large tourist groups access to China, giving the domestic agencies enormous pressures and challenges, especially for the samlls and mediums, which accounted for more than 90%. They are on the ropes under the current market conditions and system environments. We can learn from the foreign travel industry, enhancing competitive forces, achieving economies of scale and network layout, giving these small travel agencies at a reasonable position, so that the samlls and mediums become agents and supporting suppliers until finding their survival ways. Travel Agency Union emphasizes on the product's development of the key partments, the long-term stable cooperative relations between travel agencies, between travel enterprises of the upstream and downstream. Because of the less factors of formation of regional blocs, but we have the internal power base of co-operation, so establishing the combo of tourism products is a feasible way.The article starts from the definition of travel agency union; analized the union's feasibility and necessity of construction; discussed the influences which comes from the particularity of travel agency industry;dicussed market, institution and technology all these are necessary conditions of travel agency union's working. Secondly, article discussed the organization and institution, selection of union's member, service model, machanism of cooperation construction, and the function of government and association; lastly, the example of HUIZHONG and PUTUO travel agency union are analized to surport the thesis, making the article even more compelling.
